Unions Make Smith Commission Submission

The Scottish TUC is challenging both sides in the debate over Scotland's future to make compromises and put aside thoughts of political advantage.

It comes as the trade union umbrella group makes its submission to the Smith Commission, which is looking at enhanced powers for Holyrood.
 
The STUC's submission calls for extensive new powers for the Scottish Parliament which, in the words of deputy general secretary Dave Moxham go significantly further than the total of the proposals of the three pro-devolution parties.

It argues that new tax powers should include income tax at all bands and other personal wealth-related taxes, air passenger duty, 50 percent of VAT and a share of duties on drinks, tobacco, fuel and gambling.

It also wants Holyrood's welfare powers to include control over housing benefit, attendance and carers allowances and it wants Scotland to have the same devolved powers as Northern Ireland to tackle pay equality, low pay and scandals like zero hours contracts.

Moxham says their vision for welfare would see the basic security and pensions system reserved to Westminster, but with new powers to allow the Scottish Government to give extra protection for those in most need.
