Struggling Scots could lose out on funding

It's feared millions of struggling Scottish households could lose out on funding.

Shelter Scotland has revealed that many councils are on course to fail to allocate all of their discretionary housing payments budget by March the 31st. The payment helps to mitigate the effects of the bedroom tax and other welfare reforms. Fife Council is on course to spend the DHP budget in full with almost 4000 people coming forward for help. Rosemary Brotchi from Shelter says the cash should not go to waste:
