New Powers For Scotland

The First Minister will set out proposals later for using new powers due to come to Holyrood in 2016.

Nicola Sturgeon will publish her Programme for Government. It will set out actions to grow the economy, tackle inequality and to improve the welfare and taxation system.

The First Minister said: “This Government has a record to be proud of. Against a backdrop of reduced resources we have delivered high quality public services which have improved the lives of people in this country. 

“Scotland’s foundations are strong and this Programme for Government sets out how we will build on them in the years ahead.

“Our vision for the coming decade includes how we will creatively and ambitiously use the limited new powers proposed in the Scotland Bill.

“On social security, employment, the work programme, the Crown Estate and taxation, the coming year will see the Scottish Government set out clear plans to use all the powers at our disposal to benefit the lives of individuals, communities and business across Scotland.”

The status of and arrangements for the Scottish Parliament, including elections.

Powers for the Scottish Parliament to set rates and thresholds of Income Tax, and devolution of Air Passenger Duty.

Devolution of certain social security benefits, including disability and carers’ benefits.

Powers for the Scottish Parliament to adjust Universal Credit in Scotland including the housing element.

Devolution of some employment services.

Devolution of the Crown Estate in Scotland

Devolution of Tribunals in reserved areas – such as the Employment Tribunals – in Scotland.

Devolution of some power over equal opportunities.

Devolution of British Transport Police.
