LibDems set out plans to extend Holyrood powers

North East Fife MP Sir Ming Campbell's to publish a report outlining Liberal Democrat plans for further devolution if Scots reject independence.

His report follows an earlier paper by the former party leader - which called greater powers for Holyrood in a federal UK. It will detail "reasonable recommendations" on what powers the Scottish parliament should have based on "common ground" consensus. Willie Rennie, the party's Scottish leader, is telling us devolution is the way forward:
