Gordon Brown says handing Holyrood income tax powers will make the Parliament 'stronger' but he believes it's right Westminster continues to set savings tax and personal allowances.
The Kirkcaldy and Cowdenbeath MP is to addressethe STUC in Glasgow following the publication of the Smith Commission's report for further devolved Scottish powers.
Critics say the plans fall short of promises made by Mr Brown in the run-up to the independence referendum.
