Brown proposes 'radical' transfer of powers

Fife MP Gordon Brown's to outline his ideas for a division of powers between Edinburgh and London.

The former prime minister will propose six major constitutional changes to reform the UK. They include a constitutional guarantee of the permanence of the Scottish Parliament. The division of powers would give Holyrood more say in employment, health, transport and economic regeneration. Mr Brown's also proposing a 'radical' transfer of powers from Westminster and Edinburgh to local communities.
